Community Project Funding Requests
The House Committee on Appropriations is accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2024, and there is no guarantee that all requested projects will be funded. The House Committee on Appropriations requires Members to submit a certification that neither they nor their immediate families have any financial interest in projects they request. The final 15 CPF requests selected and submitted by Congressman Levin to the Appropriations Committee are posted below.

Project Name: Carlsbad Traffic Safety Improvements, Carlsbad, California, CA-49

Explanation of the request: The City of Carlsbad is seeking funding to install 140 high-visibility crosswalks and 105 speed cushions near schools, as well as reconfigure, restripe, and resurface several arterial streets, including vehicular lane reductions and pavement resealing to enhance roadway conditions and safety for all road users. The project is an appropriate use of taxpayer funds because it will improve pedestrian, bicyclist and driver safety throughout the City of Carlsbad, California.

Project Name: City of Del Mar Stormwater/Sewer Infrastructure Improvement Project

Explanation of the request: The City of Del Mar is seeking funding to help fund the removal and replacement of the City’s most critical sewer and storm drain infrastructure. The project is an appropriate use of taxpayer funds because this project meets Clean Water Act standards by improving storm water management throughout the City in order to promote public health and improve water security for both residents and visitors of Del Mar.

Project Name: Coastal Rail Corridor Relocation Study, Orange County, California, CA-49

Explanation of the request: The Orange County Transportation Authority is seeking funding to study the potential rail line relocation along the coast to an inland alignment between San Juan Capistrano and San Onofre State Beach, spanning 11 miles. The project is an appropriate use of taxpayer funds because it will examine long-term solutions to address slope failure and beach erosion that are threatening the long-term viability of a significant commuter rail corridor.

Explanation of the request: The City of Laguna Niguel is seeking funding to expand active transportation options and close the gap in the existing Crown Valley Parkway bicycle corridor to better connect with regional bus and rail transit services. The project is an appropriate use of taxpayer funds because it will promote active transportation, encourage regional rail and transit trips, increase access to economic and housing opportunities, improve safety for cyclists and pedestrians, and relieve congestion.

Explanation of the request: The City of Vista is seeking funding to address safety and access issues by slowing motor vehicle speeds and providing bicycling and walking facilities, as well as safe pedestrian crossings at multiple points along Emerald Drive, a critical north-south residential corridor. The project is an appropriate use of taxpayer funds because the project scope and work are consistent with Community Development Block Grant (CDBG) authorized activities by improving safe access for pedestrians, bicycle, and vehicles to nearby schools, parks, health care facilities, and retail in an underserved area consisting of lower-income community members.

Explanation of the request: The California Department of Transportation is seeking funding to help add nearly three miles of managed lanes on I-5 between State Route 78 and Harbor Drive in the southbound direction. The project is an appropriate use of taxpayer funds because it will reduce travel times by approximately 50% versus general use lanes while also promoting improved flow for the movement of interstate and international goods and services.

This is an appropriate use of taxpayer funds because it will help combat crime and address the neighborhood’s lack of resources for low- to moderate-income youth, families, and seniors.

The project is an appropriate use of taxpayer funds because it will improve multi-modal access, calm traffic, and reduce accidents and fatalities.

Project Name: P521 Fire/Emergency Response Station (53 Area) Replacement, MCB Camp Pendleton, CA

Explanation of the request: The U.S. Marine Corps is requesting funding to construct a fire emergency response station in the 53 Area of Marine Corps Base (MCB) Camp Pendleton. The project is an appropriate use of taxpayer funds because it would provide a facility that meets current design and seismic standards, thereby enabling firefighters to effectively and efficiently protect lives and property at MCB Camp Pendleton.

Request Amount: $5 million
Explanation of the request: The County of Orange is seeking funding to provide runoff diversion and advanced treatment to upcycle runoff from the 4,500-acre Prima Deshecha watershed and provide high-quality recycled water and protect beach water quality. The project is an appropriate use of taxpayer funds because it meets Clean Water Act standards through eliminating runoff discharges during dry weather to protect beach water quality and provide regulatory compliance for bacteria standards.

Project Name: Ranch Water North Open Space Well PFAS Treatment Facility
Proposed Recipient: Santa Margarita Water District

Request Amount: $1.75 million
Explanation of the request: Santa Margarita Water District is seeking funding for well head treatment to produce drinking water from a water source that is currently impaired due to per- and poly-fluoroalkyl substances (PFAS) and high salinity. The installation of the proposed facilities will result in being able to produce enough water to reliably produce 700 acre-feet per year to serve approximately 2,100 families with affordable, high-quality drinking water that is obtained from a local source, further reducing dependence on imported water. The project is an appropriate use of taxpayer funds because it meets Safe Drinking Water Act standards by remediating contaminated drinking water wells, which will provide a disadvantaged community greater access to clean water and reduce dependence on imported water.
